Karilė Levickaitė is the Director of the Lithuanian NGO “Mental Health Perspectives” since 2007. She holds a Master’s degree in Psychology from Vilnius University and completed an International Diploma in Mental Health, Human Rights, and Law from the Indian Law Society, in partnership with the World Health Organization, in 2015.
Throughout her leadership, she has overseen the development of various community-based mental health services in Lithuania, implementation of new methodologies and codes of conduct, human rights monitoring in institutions, and the formation of NGO coalitions. Her work has extended beyond Lithuania to countries in the Eastern Neighborhood, including Belarus, Russia, Ukraine, Tajikistan, Azerbaijan, and Georgia.
Her focus areas include promotion of rights based approach to mental health, right of persons with disabilities, inclusion and community-based services—all aligned with the UN’s Universal Declaration of Human Rights (UDHR), the Convention on the Rights of Persons with Disabilities (CRPD), and other key international frameworks.
Karilė is also the Vice President of Mental Health Europe and represents the organization within the Human Rights in Mental Health – Global Initiative on Psychiatry Federation.
